Council Invites Developers for Chelmer Waterside Scheme

Chelmsford City Council is seeking a development partner for the 16-acre Chelmer Waterside site in central Chelmsford, a residential-led mixed-use scheme that could deliver up to 1,000 homes alongside supporting commercial uses.
The council wants placemaking at the heart of the scheme, which will include 35% affordable housing. Much of the primary infrastructure is already in place, including a recently completed 50-metre pedestrian and road bridge over the River Chelmer.
Developers were asked to complete and submit Invitation to Participate forms by 12pm on 26 September.
Council leader Cllr Stephen Robinson described it as the most significant development opportunity in a generation, saying the site will become a vibrant new residential quarter with access to waterfront leisure and commercial activity, and that the council is looking for a partner who shares its vision.
