Planning Approved for Up to 2,500 Homes at Ashton Park, Trowbridge

Wiltshire Council’s Strategic Planning Committee resolved on 29 July to grant outline planning permission for a large mixed-use development at Ashton Park, south-east of Trowbridge, subject to legal agreements and conditions.

The application, submitted by Ashton Park Trowbridge Ltd and Persimmon Homes Ltd, covers up to 2,500 homes, including affordable housing, and 13.6 hectares of employment land. The plans also include two primary schools, a secondary school site, two local centres with community and retail uses, an ecological visitor facility, sports pitches, play areas and a country park. The Yarnbrook and West Ashton Relief Road will be upgraded to improve traffic on the A350, and must be finished before the 1,000th home is occupied or within five years of first occupation, whichever comes first.

The site is the largest allocation in the Wiltshire Core Strategy. Section 106 obligations include 26% on-site affordable housing delivered in phases, £5.4m for affordable and social housing elsewhere, more than £14m for education and £3.4m for healthcare. Improved bus, cycling and walking links are planned, along with ecological mitigation developed with Natural England and Wiltshire Wildlife Trust, including long-term monitoring and a full-time wildlife warden.

Persimmon Homes Wessex managing director Seb Spiller welcomed the decision and said the firm hopes to sign the Section 106 agreement soon. Barratt Bristol, which will also be involved, highlighted the pressure on affordable housing in the South West. Cllr Adrian Foster said the site had been held up by complex legal issues that have now been resolved.
