Five Hot Topics for Surveyors in Autumn 2025

Chartered surveyor Jen Lemen FRICS, writing for PBC Today, identifies five RICS guidance and policy changes that surveyors should have on their radar this autumn, all expected to be discussed at London Build Expo.

• RICS Service Charges in Commercial Property (2nd edition): the new professional standard takes effect on 31 December 2025 and aims to improve transparency, consistency and dispute resolution in commercial property management. • Property measurement: with RICS Property Measurement (2nd edition) withdrawn, surveyors must rely on IPMS All Buildings or the Code of Measuring Practice until a new edition is finalised. • Digital Markets, Competition and Consumers Act 2024: under the Commencement No. 2 Regulations 2025, stricter compliance requirements for traders, including estate and letting agents, came into force from April 2025. • Building Safety Act 2022: extended limitation periods create new challenges around contracts, documentation and risk. • RICS Home Survey Standard (2nd edition): consultation closes in October 2025, and residential surveyors should prepare for significant changes to consumer reporting.

The article suggests London Build will be a key forum for exploring these changes, from service charges and building safety to digital compliance and home surveys.
